MBABANE – Work on the construction of Sikhuphe International Airport may still be far from over as a VVIP terminal costing over E100 million is being built.
A VVIP terminal is a luxurious terminal where flights of heads of state, the royal family and extremely private individuals are handled. The abbreviation VVIP stands for Very Very Important Person.
The project is part of the Millennium Projects driven by the Ministry of Economic Planning and Development.
Investigations by this newspaper have unearthed that costs of construction have risen from the initially budgeted E150 million.
The Times is in possession of a copy of a letter written by the Chief Economist to the Principal Secretary in the Ministry of Economic Planning and Development in which she, among several issues, questioned the increasing costs of constructing the VVIP.
“Expenditure on the VVIP to date is more than E100 million (not E46 million or E36 million as stated….),” reads the letter in part.
It later states that the total amount expected to be spent on the VVIP will be E300 014 278.99 after several increases have been added.
The total costs of the yet to be fully completed infrastructure have not been publicly disclosed but they are reported to amount to over E3 billion from an initial budget of about E1 billion. Government Spokesperson Percy Simelane said: “We issued a statement to all media houses estimating how much Sikhuphe would cost and noted that when all finishing touch ups shall have been made we will officially make public the total cost. We beg to stand by that.”
Simelane said further questions on when such a project was due to be completed could best be answered by the contractors.
Work on the VVIP was tendered to a joint venture of S&S Construction (formerly S&B) and Inyatsi Construction, while consultancy was done by Ramashka.
An African Aviation report recently said the construction of the VVIP, which they called a Royal Terminal was scheduled for completion on December 31, 2011 at a cost of E170 million.
What Vip Stands For
However, Parliament has passed supplementary budgets for the construction of the airport at requests from contractors. Some of the reasons mentioned previously bordered on late payment of initially agreed fees, causing costly delays in the work.
Recently, the Times SUNDAY reported that a taxiway was also still to be completed before the airport could be declared complete.
This is despite government’s predictions in November that the airport was ready for use.

The VVIP optimises luxury by allowing the car to enter the middle of the building at the drop-off point, with the shortest distance possible to the waiting plane under a large canopy, sheltering the passenger from rain, wind or the paparazzi.
